Q: Does one pay Zakat on inheritance money not yet received?

A: Zakat is only payable on inheritance money once it comes into the possession of the heir, on the Zakat date, if Zakat is applicable on the person.

However, the executors should ensure that there is no undue delay in the inheritance money being distributed to heirs.
